Tannis Morgan identified a reference from Claude Paquette (a French-Canadian scholar) in 1979 that “…states that open pedagogy has already been in place for almost 10 years, and lays out some foundational priniciples…” along with motifs like individualized learning experiences, learner choice and self-direction.
This is a good reference to early open pedagogy
